The Regional Roads Australia Mobile Program (RRAMP) Pilot is a $16 million pilot program to increase in-vehicle handheld mobile phone coverage along two of WA’s key regional highways.
The pilot program will focus on Albany Highway between Bedfordale and Albany Airport and the Great Eastern Highway between Bullabulling and Meckering.

About the pilot program
The objectives of the RRAMP pilot are to increase in-vehicle handheld mobile coverage and multi-carrier outcomes on two priority regional transport corridors: Albany Highway and Great Eastern Highway.
The pilot program is expected to improve road safety and emergency response capabilities, strengthen economic growth, support regional development and enhance social connectivity for residents, businesses, and visitors. It will also provide improved mobile connectivity during disaster and emergency situations.
Up to $16 million (GST exclusive) is available for the pilot program, comprising $8 million from the WA Government and $8 million from the Federal Government.
The pilot program will be administered by the department through a competitive grants process targeting applicants with demonstrated experience in delivering mobile infrastructure.

To be eligible for funding, applicants must:
- have a valid Australian Business Number (ABN); and
- be registered for the purposes of the Goods and Service Tax (GST)
and are one of the following entity types:
- a Mobile Network Operator (MNO), or
- a Mobile Network Infrastructure Provider (MNIP) with written evidence of intent from at least one MNO to use the infrastructure for a 10-year period.
Eligible applicants must demonstrate the capacity and experience to deliver mobile connectivity and coverage infrastructure, including technical and commercial readiness.
This competitive grant opportunity targets applicants with proven experience in mobile infrastructure delivery.
